Gartner presents a depressing (for buyers) view of software budgets. "Software vendors are busily reshuffling their financial cards to address an increasingly complex environment (such as with dual-core and multicore processors, virtual machine technology, license compliance, and software piracy) and to create more-sophisticated licensing models that appear to offer more flexibility and lower payments. However, our research indicates that, regardless of the model, vendors are merely restructuring and often segmenting their revenue streams, but for enterprise users, software pricing has an inexorably upward trajectory"
