Why are US mobile carriers exempt?

The EU capped mobile roaming rates last summer. It is now proposing cuts in data roaming charges.

How come this does not apply to AT&T customers calling from -  or using data services in - Europe? Their rates from and in Europe are scary.

Attorneys or other readers there know who has jurisdiction?
